Stephen Lerch is the executive director of the Washington State Economic and Revenue Forecast Council.

Previously, he has worked as an economist and researcher on public finance and health care issues in government (U.S. Congress, Joint Committee on Taxation; Washington State Department of Revenue) and the private sector (HCIA-Sachs/Solucient).

He has also previously served as an interim director for the Economic and Revenue Forecast Council.

Most recently, he held the position of Research Director at the Washington State Investment Board. He has a Ph.D. in economics from Johns Hopkins University.

Paris Powell is a business valuation senior manager at Perkins & Company, an accounting firm in Portland, Oregon.  She oversees and plans valuation engagements, supervises staff, and assists in management of the business valuation department.  Ms. Powell has experience providing valuation services for business succession, litigation support, mergers and acquisitions, and estate planning purposes.  Her experience also includes tax advisory services, research, and review of tax returns for a variety of business clients and individuals.

As the founder of Genesis Mediation, Dr. Randall Kinnison brings over thirty years of experience in mediation, coaching, counseling and helping families cope with difficult life issues.  Dr. Kinnison understands family and system dynamics and the underlying root causes of conflict.  He uses compassion and professional expertise to help families or businesses pinpoint problem areas, find common ground and form positive plans of action to move forward.

Bill Zook is a Vice President of PG Calc Incorporated, having joined its predecessor entity, Planned Giving Services, in 1996.  His background encompasses not only the practice of law but also significant involvement in the public and nonprofit sectors, dating back over 40 years.

A member of the Washington State Bar Association, Bill is a 1985 graduate of the University of Washington School of Law.  He earned his B.A. in Religious Studies from the University of Virginia in 1979.  Prior to becoming a consultant, Bill practiced estate planning law, and he has considerable experience in the nonjudicial resolution of disputes, primarily through mediation and arbitration.

In the more than 15 years Bill has been a planned giving consultant, he has helped to establish dozens of charitable remainder trusts, along with charitable gift annuities, charitable bequests, and other gift arrangements.  In addition, he has counseled the firm’s clients – a diverse group of charities, including some of the nation’s most widely recognized institutions – regarding the operation of their planned giving programs.

Bill frequently speaks on charitable estate planning and related topics.  He has also contributed many articles for Planned Giving Today, and he was on the National Board of Gift-Planning Consultants for its sister publication, Planned Giving Mentor.  Moreover, he is the principal author of portions of Charitable Gift Annuities: The Complete Resource Manual.  Bill is a member of the Seattle Estate Planning Council and the Partnership for Philanthropic Planning (formerly the National Committee on Planned Giving), and he is a past president of the Washington Planned Giving Council.

James D. Senescu received his B.A. in English from the University of Washington in 1993 and his J.D. in 1997 from Gonzaga University School of Law. Since 2006, he has been in private practice as a partner of Dimitrov, Senescu & Babich, PLLC emphasizing in the protection of vulnerable adults and the litigation of cases involving abuse, neglect and financial exploitation of vulnerable adults via guardianships, probates and civil litigation, actively working with law enforcement to this end. He is a founding member of the Clark County Vulnerable Adult Task Force; an Executive Board member of the Clark County “Elder Justice Center;” and presents at countless trainings locally, statewide and regionally on familial and elder abuse issues to law enforcement, prosecutors, financial institutions, clerks, doctors, attorneys, judges, guardians, social workers, medical professionals and other local groups. He was an adjunct faculty member of Clark College in Vancouver, Washington, serves periodically as a Pro Tempore Superior Court Judge for Clark County, and is a currently appointed Clark County Civil Service Commissioner.

Denise Gorrell is a partner at Samuels Yoelin Kantor LLP. Ms. Gorrell has spent the last ten years working on a wide range of litigation and guardianship administration issues, with a focus on fiduciary litigation for professional fiduciaries, individual trustees, beneficiaries, and personal representatives. Ms. Gorrell’s litigation expertise includes: contested guardianship and conservatorship cases; will contests; undue influence; claims of fiduciary breach; and financial elder abuse cases. Ms. Gorrell has lectured on guardianship issues, including presenting a CLE on “Litigating Capacity for Contested Guardianships” at the Oregon State Bar Elder Law CLE in October 2012 and facilitating a CLE on moving guardianships and conservatorships at the Oregon State bar Elder Law Section UnCLE in May 2013.

Insurance Fraud in Washington State–Enforcement Overview & Success Stories April 29, 2014

Mark Couey has over 29 years of law enforcement experience, having worked for both the Oregon State Police and Washington State Patrol. Over 13 years of his career were spent in the WSP Investigative Services Bureau (ISB). His assignments have included Detective Sergeant assigned to Tax Evasion; Section Commander as a Lieutenant assigned to Narcotics, and as a Division Commander, first as the Captain over the Investigative Assistance Division and later the Special Operations Division.

Mark is honored to represent the Office of the Insurance Commissioner as the Director of the Special Investigations Unit. The unit investigates fraud perpetrated against insurance companies and pursues criminal charges against organized groups and individuals involved in various fraudulent schemes.

JIM COATS leads efforts to introduce Ferguson Wellman’s investment expertise and services to prospective clients. He serves as a relationship manager for institutional clients and is a member of the firm’s alternative investments team. Coats joined the firm in 2006 after serving as an associate consultant for R.V. Kuhns & Associates in Portland, Oregon. Upon completing a master’s degree with a concentration in international finance from Columbia University in 2001, Coats joined Morgan Stanley Capital International in New York City as a hedge fund index product manager and business development associate.

MARK KRALJ is a portfolio manager and a member of the equity team managing the energy sector. He is a principal of the firm. Before joining the firm in 1989, he was an equity analyst and portfolio manager for high net-worth clients at First Interstate Bank. Kralj received his B.S. in business from Oregon State University. He also is a graduate of the Pacific Coast Banking School. Kralj is a member and past president of the Chartered Financial Analysts Society of Portland. He serves as a trustee for the Providence Child Center Foundation, the Oregon State University Foundation and the Oregon Symphony Board. Kralj is a founding member of the Professional Advisory Council for the Community Foundation for Southwest Washington and is on the Investment Committee & Planned Giving Committee of St. Vincent Hospital Foundation. He is also on the Campaign Committee for the Oregon State University Cascades Campus. Kralj is past chairman of the Board of Trustees and Investment Committee of the National American Red Cross Endowment.

MARC FOVINCI, CFA, is a portfolio manager and head of Ferguson Wellman’s fixed income team. He is a principal of the firm and a member of its Investment Policy Committee. Before joining the firm in 1991, Fovinci was a senior investment officer for the Washington State Investment Board with responsibility for the state’s fixed income investments. Raised in Northern California, he graduated with honors from Stanford University with a B.S. in mechanical engineering and received his M.B.A. in finance from the University of Washington. Fovinci is a member of the Chartered Financial Analysts Society of Portland. He is a member and past president of the Northwest Taxable Bond Club. He serves on the board of Morrison Child & Family Services and is vice president of the Rotary Club of Portland. He is past president of the board of the Portland State University Foundation and past president of the board of the Portland Rotary Charitable Trust.

KAYE J. NELSON is a CPA and has been with Landerholm, P.S. for over 29 years. Kaye’s practice emphasizes tax planning and tax preparation for individuals, trusts, and estates; administration of estates and trusts; and analysis of estate planning and business options. She is a member of the Southwest Washington Estate Planning Council and the Washington Society of Certified Public Accountants. Kaye earned her Bachelor’s Degree at Linfield College and her Master’s Degree from Portland State University.

MARSHALL K. STAGG is an associate attorney with Landerholm, P.S. and he focuses his practice in the areas of taxation, business formations and transactions, and estate planning. Marshall advises clients on federal and state tax issues related to individuals, business entities, trusts, and estates. In addition, he represents taxpayers before the Internal Revenue Service and Washington Department of Revenue. He received his B.B.A. from Walla Walla University, his J.D. from the University of Houston, and his LL.M. (taxation) from the University of Washington. Marshall is also a Washington licensed CPA.
